The filmmakers used what was already available to them
Synopsis
After being resurrected by a sinister creature, Art the Clown returns to a gritty town in Miles County where he targets a young girl and her younger brother on Halloween night. The scenes filmed at The Haunted House of Horror were filmed at a real haunted house called the Fright Factory in Philadelphia, Pennsylvania. Art’s favorite acid is fluoroantimonic acid, which he keeps in a clear glass bottle. It is a super acid that can even dissolve glass.
Basically, every violent scene was shortened to tone down the violence
Clown: …….. There’s a mid-level scene in a mental hospital with Chris Jericho as security guard Alan Burke and Leah Voysey as a nurse. Tiberius Film’s German DVD and Blu-ray releases are cut by about three minutes to achieve the 18-year-old rating (this was necessary because the guidelines for video releases are stricter than in theaters). Nameless Media’s 4K Ultra-HD Blu-ray Mediabook releases are completely uncut and have received easy SPIO/UK approval.

The Equalizer (Not One) Written by Tim McEwan & Tyler Lyle (as Jamison Tyler Lyle) Performed by The Midnight Courtesy of BMG Platinum Songs U.S. (BMI). The most brutal hitter I’ve seen in a while goes down. Would have rated it even higher if it was cut crispier.
Attempting to create a backstory ends up being completely ridiculous
I’ve never seen a two-hour thriller before, but the murders are so extreme they make your hair stand on end. Many viewers reportedly vomited during the screening, and it’s easy to see why. The amount of blood spilled and torn flesh is at the extreme end of the doom spectrum. With a budget of less than a million and a collection of almost three million, this studio formula seems to be a winning one.
